Vintage 80s does 40s navy blue & white plaid secretary dress by Lanz Originals, with a navy blue velvet peplum and trim, and long puff sleeves. It closes velvet buttons down the bodice and a snap at the waist, and there are shoulder pads which can be easily removed with a seam ripper if desired.
